Connecticut's definition of autism could limit access to care

While autism spectrum disorder affects 1 in 68 children, according to the Centers for Disease Control and Prevention, Connecticut is one of the only states that mandate coverage for autism, reports Kaiser Health News. The state's coverage mandate applies only to those in group and individual insurance plans. But after the Connecticut Insurance Department issued a recent bulletin, many public policy experts worry changes in the law may undermine existing coverage protections. The bulletin said the state defines autism behavioral treatments as habilitative services. Since habilitative services are part of the 10 essential health benefits, that definition could allow insurers to impose nonmonetary limits, such as visit and hourly limits. Article
