New York's exchange improperly provided benefits to consumers, audit finds

New York's state-run health insurance exchange allowed some individuals to receive benefits and federal subsidies they weren't eligible for, according to an audit from the Department of Health and Human Services. The agency found problems in at least 28 cases of the 45 randomly selected applicants. But as the report points out, a deficiency doesn't necessarily mean New York improperly enrolled applicants. Similarly, Healthcare.gov was found to have improperly enrolled applicants, while other states such as Colorado, Kentucky, Minnesota and Vermont are being monitored. Audit (.pdf)
