ACA risk adjustment program forces Mass. insurers to pay millions

Massachusetts' state Connector Authority notified 16 health insurance companies this week of changes affecting them as a result of the new payments and charges under the Affordable Care Act's risk adjustment program, reports the Boston Globe. Blue Cross Blue Shield will receive about $1.84 million, while Neighborhood Health Plan faces the biggest payment of $27.6 million. Such payments are based on an analysis of claims data--insurers who have members with lower-than-average risk and those whose members have a higher-than-average risk. The total amount of transfers reflects about 3 percent of the $1.98 billion in merged market premiums. Article
